Abstract

Lecturers of IAIN Raden Fatah Palembang use computer software for office purposes as well as for educational purposes. This computer software is protected by copyright law. However, Preliminary observation showed that some of Lecturers of IAIN Raden Fatah Palembang still use illegal software, without the original certificate label from the software. Object of this research are Permanent Lecturers of IAIN Raden Fatah. It is survey descriptive study with quantitative approach. The population in this study are all of permanent Lecturer of IAIN Raden Fatah Palembang. Primary data collection through questionnaires plus interviews, observation and literature study. This study showed that all the lecturers IAIN of Raden Fatah Palembang use Microsoft Windows for Operating System Software and Microsoft Office for Office Application Software. 85.5% Lecturer of IAIN Raden Fatah Palembang still use illegal software, and only 14.5% use the legal software. 53.5% of respondents use illegal software because it is easy, 12 % because it has attractive appearance, 18.5% because it is cheap and 13.5% of respondents answered that tey never tried other Operating System and Office Application software except Microsoft Windows and Microsoft Office. Against this issue, there are some solution alternatives for policy makers at IAIN Raden Fatah Palembang, namely (a): Microsoft Campus Agreement (MCA),a special license to use Microsoft products for academia, and (b) Open Source Campus Agreement (OSCA),a licensefor using unlimited legal open source software with open program source code that is also supported by the government with IGOS Program (Indonesia Go Open Source).
